For HWS I made this city on flying rocks. The rocks are flying because they are carried by a ring with thrusters. To make the city attractive for visitors I added:
– traders for weapons and fuel
– a burger diner with a trader for food
– a hospital with medic stations
– a mission portal in the center tower
– a teleporter to the Headquarter
– secret levers at the ring in the flying stone section which open a big loot room
